Della Webb

CEO / Owner

  • Due to her own experience, Della has a personal understanding of the trauma cycle and how it impacts one’s ability to live an authentic, purposeful life.  Since a young age, she has always had an awareness that someone’s choices are separate from who they are.  Della has found her purpose in being able to sit with individuals as they explore the hidden shadows of themselves, holding up a light, because that’s what was done for her.

     

    After graduating with a BA in accounting from Fort Lewis College in 2007, Della began her career as an independent auditor for an international accounting firm.  From there she spent the next 5 years moving from job to job.  After hitting an emotional, spiritual and physical rock bottom she quit her career in corporate America.  In 2012, she interviewed at Specialized Offender Services, where she started as a part time bookkeeper/office manager working under Charla Thorstad.  In 2018 Della had the opportunity to become part owner.  She utilized this opportunity to align her career with her values and in 2024 she was able to expand those values to a new venture.  TRUE Counseling Services specializes in substance use disorders treatment as a subsidiary under SOS.  Today Della continues to combine her background in accounting and finances with her drive work with those rejected by society, to create spaces of healing and opportunity to choose one’s path.

Melina Williams

COO

  • As a mother of 5, Melina understands the importance of efficiency, adaptability, resilience, and problem-solving.  Often referred to the as the “Office Swiss Army Knife” Melina’s intelligence and tenacity fosters an environment where SOS has thrived under her 10 years of employment. She has a unique ability to think outside the box for the most seamless solution leading to more efficient processes.  Her high capacity for office operations creates space for SOS therapists to focus on client healing.  Her leadership at Specialized Offender Services, is driven by a commitment to creating a seamless, empowering experience for everyone, ensuring that high-quality mental health services are delivered with compassion, efficiency, and insight.

Victoria Halpern, M.A., LPC

Clinical Director

  • Victoria graduated with a Bachelor of Science degree in Psychology from Arizona State University in 2016 and went on to compete a Master of Arts degree in Forensic Psychology from the University of Denver in 2018. While she was a student at DU, she held internships both years working as a sex offense-specific therapist at a community-based agency, which sparked her interest in working with this population. Since then, she has dedicated her career to providing treatment to individuals convicted of sexual offenses. In 2022 she left community-based treatment to work in the Colorado Department of Corrections in the Sex Offense Treatment and Monitoring Program (SOTMP), where she was an intake specialist, therapist, and eventually became the clinical supervisor of the SOTMP team at the DOC Denver Complex. Using her many years of experience in the field, Victoria helped to guide and support new staff entering the field to become competent, ethical clinicians. In 2025, she transitioned back to community work and now serves as the Clinical Supervisor and Director for Specialized Offender Services (SOS), solidifying her as a well-rounded sex offense-specific provider, having worked extensively in both systems.
    Victoria has a welcoming and non-threatening therapeutic approach, combining high levels of support and accountability. Victoria’s passion for this field comes from a desire to help inspire and support the people around her, most importantly clients, to live a life that is in line with their values and to work together to create more than just a “life worth living,” but one that clients can actually look forward to living, while honoring the obligation we all have to keep our community safe.

Jennifir Rudner, M.A., MS LPC

  • I love living in Colorado. Fly fishing, biking and my dogs are my fun activities. Like John
    Denver sings, “Sunshine on my shoulders makes me happy”, living in Colorado is a blessing. I
    have MA in Public Administration degree from Russell Sage college. I received both my BA in
    Psychology and my MA in Clinical Counseling from the University of Northern Colorado. My
    entire career has been working with individuals who have made poor decisions and ended up in
    the criminal justice system. I have worked over 20 years with individuals who have committed
    sex abuse crimes. The focus I choose when working with clients is first and foremost “no more
    victims!” Additionally, I believe everyone has goodness inside of them and my goal is to help
    them find that goodness. I strongly believe that people can change and can move forward in their
    lives in a healthy, safe and productive way. I see my job as a treatment provider who assists
    clients in exploring why they made criminal decisions and guiding them in their new prosocial
    path.

Fiona Cochran, MA, LMFT, ACS

Therapist

  • Fiona has been in the field of mental health for over a decade and brings an extensive amount of experience to SOS. During her time in the mental health field, she has held multiple roles throughout her career. Fiona holds a Master of Arts in Marriage and Family Therapy and completed work towards a Ph.D in Clinical Sexology. She has completed all requirements for certification as a Sex Therapist through the American Association of Sexuality Educators, Counselors, and Therapists (AASECT). Fiona began her work with individuals convicted of sex offenses in 2016 and has worked in the field off and since then. She has worked primarily with Spanish speaking clients. Fiona is passionate about providing services to People of Color and other marginalized identities. Fiona currently works in private practice, working with both couples and individuals. In addition to her direct clinical work, Fiona supervises provisionally licensed therapists and teaches. Fiona works from a relational lens and utilizes attachment focused, humanistic, and social justice models. In her free time, Fiona enjoys spending time with her family and dogs, traveling, reading, and cooking.

Randall Mauriocourt, MA, LPCC

Therapist

  • Randall lived in various states along the east coast before settling down in Colorado. His interest in the arts started at an early age-- progressing from performing arts and dance to visual mediums. Randall has a Certificate in Filmmaking from Trident Technical College in Charleston, South Carolina. In 2010 he began an apprenticeship with a found objects artist in Charlottesville, Virginia and went on to found his own traveling studio while living in Saguache, Colorado. His passion for found objects assemblage art led him to Philadelphia for a time. Upon returning to Colorado in 2016 he enrolled in the Transpersonal Art Therapy program at Naropa, merging his love of eclectic artmaking and his interest in the human psyche.

Char Raby, MS, CAS

  • With over 30 years of experience in the field of substance abuse treatment and recovery, I bring both a professional edge and a down-to-earth approach to my work. I strive to create a safe space where my clients feel empowered to choose a better path forward. I specialize in working with adults across diverse ages, cultures, and genders, homeless, parole, probations specifically those court-ordered to therapy after a sexual offense and to help them understand accountability and the impact of their actions. I feel that all clients coming into SOS deserve a second chance reconnect them with their empathy, recognize their emotions, repairing their relationship and transforming their lives. By changing old patterns and beliefs, clients can reflect on past behavior and use their awareness to choose different actions in the future.  I have a Master of Science from University of Phoenix graduated in 2016, CAS licensed since 2005, SSIC, Relapse Prevention, I use motivation interview technics, and experience with DUI facilitation groups. I feel blessed to be part of SOS since late 2025, working with awesome people that demonstrate their ongoing devotion to this field.
